Unable to skip around a recording uploaded from Apple’s Voice Memo App

I tried also to generate insight for a chinese recording of 1 hour and 20 minutes but needed to try re-upload multiple times only it works. But once it works, it doesn’t jump to the space of recording when pressing the timecode.
